This administrative memo authorizes one naval construction firm (Marine-Maschinenbaumeisters Mohr=Naval Construction Works Mohr) to replace another on a German naval contract 'Hannoverschen Zundhutchen und Tomwarenfabrik'. von Tirpitz was the creator of the modern post-1900 navy and a naval force that could challenge the might of Great Britain.
