Promotes civil servant and judicial official 'Roderich Holzer' from Judicial Administrative Assistant (Justizverwaltungsrat) to Justice Councilman (Justiz und Kassenrat).  Issued at 'Berlin, den 20 Oktober 1939'. Has facsimile Hitler signature. Also signed (genuine) by the 3rd Rch Minister of Justice Franz Gurtner. In lower left corner is large and bold eagle/swastika embossed seal.
